The National Marine Spatial Plan, adopted by the National Assembly in Resolution 139/2024/QH15 of 28 June 2024, covers the coastal land of Viet Nam's 28 coastal provinces and centrally run cities, islands and archipelagos (Hoang Sa, Truong Sa), internal waters, territorial sea, contiguous zone, exclusive economic zone, continental shelf and the airspace above. It allocates and manages marine space among marine economic sectors while protecting sovereignty, conserving ecosystems and developing the marine economy sustainably. The Government issued the implementation plan in Resolution 37/NQ-CP of 27 February 2025.
A national-level master plan approved by Decision 891/QD-TTg dated 22 August 2024 of the Prime Minister, organizing the urban and rural system across the entire territory of Viet Nam as a network: four large urban regions (Hanoi, Ho Chi Minh City, Da Nang, Can Tho), national-level central cities (special class and class I), regional, provincial and district-level centers and rural commune clusters, connected as chains, corridors and clusters of cities. It targets roughly 1,000-1,200 urban centers, an urbanization rate above 50% by 2030 and 70% by 2050, with the urban economy contributing about 85% of GDP. It also directs a modern, green, clean and beautiful countryside that narrows the urban-rural gap, with synchronized infrastructure, distinctive architecture and climate-change resilience.
Models analytical relationships and dependencies across all 10 national sector masterplans. The National Overall Masterplan (NQ-81) anchors the spatial development framework, connecting with the 9 companion sector masterplans.
All maps depict Hoàng Sa (Paracel) and Trường Sa (Spratly) archipelagos as sovereign Vietnamese territory, consistent with the official position of the Government of the Socialist Republic of Vietnam.
